Over the course of three decades of experience
advising clients involved in various segments of the communications
marketplace, Judiths practice has evolved to focus on providing
strategic counsel to senior management of both new entrants and
established players alike. Beginning with her service on the FCC
staff, where she helped shape a new regulatory structure that
initiated the deregulation of the communications industry, Judith
has practiced at the intersection of new technology, commercial
reality and, typically, an outmoded regulatory structure. Whether
successfully shepherding a merger between the two largest carriers
in a major industry segment through the FCC and Department of
Justice processes; or advising one of the largest global fiber
networks on its domestic and international acquisitions; or guiding
large foreign telecommunications equipment manufacturers through
the intricacies of the US standards process; or representing a
major financial institution in the development of a nationwide
fiber network; or providing counsel to new entrants into various
newly competitive markets, Judiths clients have relied on
the breadth and depth of her experience, not only to see them
through the immediate challenge, but, of even greater import,
to identify and avoid future ones.
The experiences provide context for
Judiths practice today. For example, previously, Judith
was deeply involved in shaping the regulatory structure that emerged
after the 1996 Telecommunications Act, designed to facilitate
the development of new, competitive communications and information
services based on the concept of open network architecture. Today,
she brings that experience to bear on the transparency and related
concepts at issue in the debates over net neutrality and open
mobile networks. Similarly, when a shortage of telephone
numbers threatened to limit the growth of new mobile networks,
Judith was at the center of the effort to minimize the potential
anticompetitive impact of revamping the numbering system, and
ensuring number portability. Now, she focuses on the similar concerns
presented by the backward compatibility issues involved in the
expansion of Internet addresses. As the search for new spectrum
and more efficient uses of that resource continue, Judiths
extensive involvement in the early cellular and PCS allocation
proceeding and auctions provide her clients with context for considering
the similar issues at under debate today. Her experience in the
development of the FCCs rules governing the confidentiality
of certain customer information acquired by telephone and mobile
carriers affords Judith special insight for guiding her current
clients through the growing maze of privacy policies and regulations
being considered by Congress and the FTC, which have the potential
to impact every web-based or mobile application or service provider.
After heading the communications and
technology practices at two major national and international law
firms for over a decade, Judith decided that the flexibility and
focus afforded by a small firm practice would provide the best
platform for meeting client needs in these challenging times.
Thus, along with like-minded colleagues, she helped establish
St. Ledger-Roty Neuman & Olson, to focus on providing highly
cost-effective service to clients confronting the sweeping technological,
competitive and regulatory changes that are overtaking every aspect
of the communications marketplace.
